On November 11, 2007, Zalul Environmental Association began a petition supporting the bill "The Polluter Must Advertise" introduced by Knesset Member Moshe Gafni (United Torah Judaism) to expose the names of those groups who are pollution the sea in Israel.

The petition demands that members of Knesset move the law forward into action, in order to expose to the public the names of the bodies that are discharging waste and pollution the sea via printed newspaper publications.

The importance of the bill is that it requires publication in newspapers that are accessible to all and contribute to public awareness of public health and environmental issues.

Exposing the names of polluters will increase public pressure and criticism against them and it will also amplify the demand for investment of money and resources in the development of environmentally friendly clean technology for sewage treatment that will bring an end to the pollution of the sea.

Above all, the bill will promote the idea of government transparency and thus the Israeli public will be able to know who is polluting the sea.

The bill is scheduled to be discussed by the Ministerial Committee for Legislative Affairs very soon, after being approved by the Ministry of the Environment.
